TENANCY IN SLUMS OF LIMA

This article is part of an academic work achieved in 1997 in Barrios Altos, in El Cercado de Lima, and reviews a number of uses, standards and legal mechanisms related to the lease and poverty of deteriorated slum sectors, facing the imminent liberalization of slum building leases to be held on December 8th 1997. The study, based on surveys of tenants and owners of a property in jiron Junin, surprisingly shows that the conditions and aspirations of users have not changed after nearly 20 years. It also exposes the experience of the Netherlands on the tenancy issue, where categorized subsidy and well defined rights and duties-of tenants and owners- prevail. Likewise, it introduces the new housing programs being developed in Chile, in which subsidies prevail as a fundamental element to improve access to housing for low-income people.
