Abstract

The text is part of a broader investigation on the modernization process of Peruvian architecture between 1895 and 1945. To that end, the issue of affordable housing was a sample unit used to measure the development of social consciousness in Peruvian society. It was thus discovered that the subject begins appearing in the twentieth century in engineering journals, connected with some European experiences, which then are contextualized, and in the beginning of the third decade it reaches the mass magazines, where it appears in specialized pages. Among those are remarkable the ones written by Federico Ortiz Rodriguez, who manifests sensitivity and knowledge of the subject he would study for a decade. In the next decade, the State had become aware enough to build four Barrios Obreros, project that succeeds the preceding Houses for workers, both of them prior to the Neighborhood Units and Sets built in the 40's, oriented towards urban middle class.
