TOWARDS PUBLIC RENTAL HOUSING IN PERU. RENTAL MARKET AND STATE

This article advocates for the development of a public rental housing policy in Peru. The reasoning behind it is that there is, in present, a demand for rental that, without public intervention, will deepen the current market trends further into informality, thus harming the lives of its inhabitants. First, the article presents a historical perspective to allow us to understand the evolution of rental housing in the city of Lima. It then shows an overview of the rental situation according to the census of 2007, followed by conclusions and recommendations. It is proposed that the aim of the policy should be to increase a decent offer that restricts and, ultimately, cancels the rental of "rooms" that are below standard. The policy should distinguish two modes of operation: production of new rental housing and improving existing housing for rent.
