Urban Renewal Programme El Porvenir. 1972-1975

Very few urban renovation projects have been implemented in Peru. Most notable among these have been interventions in Arequipa and Cusco, carried out by local government and civil society, respectively. In Lima, in a decisive historical period, the military government of Juan Velasco Alvarado decides to intervene, a neighborhood whose characteristic dump and overcrowding was originally edificated. With a technical team of first level, based on clear regulations and a vision to improve de lives of its inhabitants, adapting the rules if necessary, to innovative technical proposals, the program urban renovation El Porvenir represents several interesting lessons. The experience of this intervention has been poorly documented and there is no existing bibliography. The information of this article has been achieved through interviews with actors who participated in the process.
