Spatial planning policies in Germany and Peru. Comparative study

Abstract

Comparing the legislative framework for spatial planning of two very different countries, like Germany and Peru, one might come to the quick conclusion that while German legislation is already established, in Peru public debate just stared, and therefore the latter could learn from the German experience. However, it is more complicated than it appears. In order to better understand the current situation of spatial planning legislation in both countries. This article is structured in three chapters. First; the state of the art is presented along with a theoretical and historical framework. In the next chapter, spatial planning legislation in Germany is analyzed through a description of the area, precedents in spatial planning legislation and a presentation of the current situation. In the third chapter, the same analysis is conducted, focusing on the Peruvian case. The most important result of this article is the finding that even though German legislation is considered, it is far from being adapted to the current necessities of the country. Hence, countries with less elaborated legislations cannot necessarily draw lessons from the German case; however, this article suggests that both can benefit mutually from the other's experience.
