Planning, urban management and resilience of communities in environmentally unstable contexts

The resilience of communities is highlighted as an essential dimension in the process of planning. This is particularly relevant in contexts with great environmental instability. The study of cases addressed allows us to arrive to conclusions to be taken into account in the implementation of public policies as well as in the process of decision-making involving the use of public resources. Community plays a fundamental role in these cases and its active inclusion in planning processes builds and strengthens its resilience and thus contribute to the sustainability of the urban and territorial management in general. Experience shows that active and permanent planning success stands on two pillars: active citizenship and the strengthening of the capacities of the municipal institution with all that this implies in terms of efficiency, effectiveness, building knowledge, transparency and democratic exercise.
